Lifts Directive - 95/16/EC

The Lifts Directive 95/16/EC covers new lifts permanently installed in buildings and constructions. It also applies to certain safety components for lifts listed in Annex IV.

This Directive was implemented in Italy by the Italian Presidential Decree of April 30, 1999 and modified with subsequent Decrees in 2009 and 2010. In addition to the matter of CE Marking on new lifts the Directive includes the inspection of their proper put into service and their periodic audits.

Vericert S.r.l. can operate, in the scope of this Directive, as a Notified Body for the conformity assessment and as an Inspection Body for periodic audits and putting into service inspections.

Specifically, in regards to the Italian Presidential Decree 162/99 about CE Certification, Vericert S.r.l. is qualified to carry out the following procedures:

  • EC type examination of lifts (Annex V);
  • Final inspection of lifts (Annex VI);
  • Unit verification (Annex X).

Specifically, in regards to the Italian Presidential Decree 162/99 about periodic audits, Vericert S.r.l. is qualified to carry out the following procedures:

  • Biennial examination on lifts for passengers and loads (PD 162/99 art. 13);
  • Special verification on lifts for passengers and loads (PD 162/99 art. 14);
  • Biennial and special verifications on elevating platforms for disabled persons (Dir. 98/37/EC – Circ. 157296/97);
  • Special verification for adaptation of existing lifts before 07.01.1999 (PD of July 23, 2009 and EN 81-80).

Since September 1, 2009, during the first periodic audit (biennial) the lift owner or its manager can request the Notified Body for a special verification; thus the Notified Body inspects the hazardous situations using codes of practice; the special verification must take place:

  • Within 2 years from 09.01.2009 on lifts installed before 11.15.1964;
  • Within 3 years from 09.01.2009 on lifts installed before 10.24.1979;
  • Within 4 years from 09.01.2009 on lifts installed before 04.09.1991;
  • Within 5 years from 09.01.2009 on lifts installed before 06.24.1999 (or 06.30.1999).

The Notified Body, after performing or approving the risk assessment during the special verification, defines all the improvements necessary; these improvements should be done:

  • Within 5 years from the special verification, if they are included in Table A of UNI EN 81-80;
  • Within 10 years from the special verification, if they are included in Table B of UNI EN 81-80;
  • When subjected to noteworthy renovations, if they are included in Table C of UNI EN 81-80.
